I was one of the first members of the Victim Services Unit. Phil was our "boss". He always looked out for us, making sure that we had as much information as possible going into a situation and checking on our well being. He was aware of the importance of the services and care the VSU provided to those who have suffered the loss of a loved one and he was proud of the VSU members. And we knew he cared about everyone of us as well. Thank you Phil for your leadership and compassion. You will be remembered and you will be missed. Dawn Willi
And Now We Say Goodbye
Great sadness fills our hearts today
as pipes and drums, in slow march play.
A comrade’s fallen by the way,
And now we say goodbye.
This hero to the very end
Was more than just a casual friend,
Who would a stranger’s life defend,
And now we say goodbye
But we shall cherish, all our days,
The character this life portrayed
With sacrifice so freely made,
And now we say goodbye.
The hand salute, o’er Stars and Stripes,
And distant skirl of highland pipes,
Give last farewell with hero’s rights,
And now we say goodbye.
While here on Earth, you gave your best.
Now in the Master’s arms you rest.
T’is by your memory we are blessed.
And now we say goodbye.

Phil Marcil was my Captain when I first started at the Sheriff's Office. After he retired I took over as the liaison for our Victim Services Unit. Phil's continued involvement with MSA's Victim Services Program allowed me the pleasure of talking to him many times over the years. I was saddened to hear of his passing. He was a good and caring man.
God Speed Cap! Much love to Mrs. Marcil and Kim.
Sincerely, Captain Shane D. Brown

Carol, I was saddened to read of Phil’s passing. So difficult! May you and your family find some peace in memories. I will not be able to attend the service. Maybe we can get together this summer. Sending you love! Carol DeKuiper
Carol, I was so sad to hear about Phil. Please know that you and your family are in my thoughts and prayers.
I met Phil when I was the Sheriff in Lenawee County. He taught several VSU classes in our county. I attended many VSU conferences with him. I always enjoyed talking with him. We kept in touch via Facebook after I retired. RIP Phil! Your family is in my thoughts and prayers.
