My wife Rebecca Mae (Swarts)Monroe and I had the opportunity to had work with Carl when he was the Mobile Crew Leader for the CMH building that was located on the corner of Oak Street and Harvey Street between 1988 to 1990 and Carl had a wonderful sense of humor and was always concerned about how you were doing and was a great active listener.

I first met Carl at Froebel School in fifth grade in 1947. He was my first black friend and I have never forgotten him. Only knew him for less than a year but he was never forgotten. My sympathy to the family.
